Question
can we do promise in the name of allah? or in the name of quran, parents...?
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
Whoever makes a promise to someone in Allaah's name, then this is considered as an oath according to many scholars. It is the same thing if he makes a promise in the name of the Quran because it is the Words of Allaah. However, according to few scholars, this is not considered an oath except if one has the intention to make an oath. Nonetheless, the first opinion is safer. Therefore, it is obligatory for whoever made a promise in the name of Allaah or the Quran and then he broke it to expiate for an oath.
As regards making a promise in the name of the parents, then if you mean by it to swear by them, then this is forbidden as the Prophet forbade swearing by other than Allaah but there is no expiation for it because it is an oath that does not take effect because the oath takes effect only by Allaah or by His Names and Attributes.
