Touching something with one's hand immediately after waking up

I woke up after a night's sleep and my hands touched a garment that was wet with water. Does this garment become impure, since the Prophet forbade one who gets up to put his hands in the water container unless one washes them thrice? Can a person go to Hajj if they have a tattoo? I know a person who had one when he was young - which he now regrets.
