Fatwa CenterForging an experience certificate for a dire need

Assalamu alaikum wrwb, Can you please enlighten me about a certain situation when a professional one after completing the requirements and passed the exam.given 6 months license to work as she did'nt work for almost 10 years gap but she abided and submitted all the requirements needed.it was issued last March and will be expired on September,Since March,she could't find a suitable job till she got a chance this month of May but signing of contract again might take time.Time moving and 6 weeks before Sept.she has to renew it.Now,the responsible person who issued this license has been informed,and mentioned that she can arrange it to anyone as long as to show that she work within 6 months before it reaches the expiration.The point here is she could't find a job and lastly she found it this month of May only,how she will prove that she works at least 6 months...?Is it haraam to do arrangement of forging a paper that she worked at least 6 months but in fact its not,just to comply with the requirements in order to get a PERMANENT LICENSE to work?Please reply soon,jazakAllah khair. N.B. Another point is,instead of adjusting the period of request,the responsible person who issued the license suggesting the above documents to arrange to anyone as long as it shows its validity. This is a good job opprtunity for her which she's aiming for a long period of time,a good help for her family's needs.She doesn't want to loose this chance but she has to do it just to abide the LAW/Rules/Regulations of the government.She's afraid from Allah(SWT),at the same time,the people(gov't sector)making her to be in a difficult situation and she needs the job terribly. All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
It is forbidden to forge experience certificates and other documents as the Prophet said: "Whoever cheats is not one of us." [Muslim]. However, if there is a necessity and a dire need, then it is permissible to do so if this does not cause harm to others.
As regards the case in question, no one will be harmed by this certificate, so we believe that this is permissible for a necessity and a dire need.
