Question
As salamu Alaikum, When I was in Ihram while performing Hajj Tamattu, I was using some tissue paper and a thin plastic sheet to wrap around my penis each time I urinate. I need to do this because each time I urinate I get some drops of urine coming out for some time. So after at least an hour or so I used to remove this tissue and wash my private parts with water and then perform Wudu. Since in Ihram one should not use anything underneath Ihram so do I need to give Fidiya through the sacrifice of sheep etc. If yes, do I need to sacrifice 2 sheep's since I was following this practice both during the Ihram of Umrah and Hajj ( as during Hajj Tamattu we need to go into Ihram twice i.e., once during Umrah and another time on 8th of Zulhijjah for remaining part of Hajj. regards
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
We hope that you are not sinful for what you did and you are not required to do anything, because putting some paper tissue (handkerchiefs) or anything else on the penis is not considered as clothes which a person in a state of Ihraam is not permitted to wear, according to the Fatwa of Ibn Hajar Al-Haythami 
from the Shaafi'ee School of jurisprudence.
