Question
Is Bismillaahir-Rahmaanir-Raheem, (In the name of Allaah, the Most Merciful, the Ever Merciful), a verse from the Quran?
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah and that Muhammad is His Slave and Messenger 
as well as that of his family and all his companions.
There is no difference of opinion among the scholars
that Bismillaahir-Rahmaanir-Raheem (In the name of Allah, the Most Merciful, the Ever Merciful) is part of verse 30 from chapter An-Naml, [Quran, 27], and there is no difference of opinion on writing it at the beginning of every chapter with the exception of chapter 9. Apart from this, the scholars differed. Some of them are of the view that it is a verse in all the chapters of the Quran with the exception of chapter 9, while others are of the opinion that it is a verse in Al-Faatihah, chapter 1, but it is not a verse in other chapters. Yet, there are other scholars who believe that it is not a verse, and this is the weakest opinion. The evidence about the weakness of this opinion is that the scholars are keen not to write anything in the Quran had it not been from the Quran, and there is no difference of opinion in writing it in the Mus-haf [the text of the Quran].
