i met a married muslim man and we are in the states and it is against the law to be married to more than one, there is no way we can go back home soon to get married and we want to be together belhalal... some people asked him if he married me temporarily and i donot know what that meant.. i need to know how can we be married here islamically in halal and what si the best way to do so

Temporary marriage is forbidden; it is adultery or fornication. It was permitted in the early period of Islam and then the Prophet (Sallallahu Alaihi wa Sallam) made it forbidden till the Day of Judgment. The correct way of marriage is that the marriage should be conducted without stipulating a period of time. Also, it should be performed in the presence of the guardian of a girl, two witnesses, with Mahr (bridal money) and with the consent of two parties. If one of the above conditions is not met, the marriage becomes void.
The solution to your problem is the marriage should be conducted fulfilling all conditions. Registering it in a government court is not a compulsory condition.
