Question
Is it permissible to leave the radio on while Holy Quran is recited when no one is present to listen or not paying attention?
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions. One is required to recite the Quran in order to listen to it, ponder about its verses, implement its orders and refrain from its prohibitions. Allaah Says (what means): {So, when the Quran is recited, listen to it, and be silent that you may receive mercy [i.e. during the compulsory congregational prayers when the Imaam (of a mosque) is leading the prayer (except chapter Al-Faatihah), and also when he is delivering the Friday prayer Khutbah].} [Quran 7:204].
Therefore, if a person is busy and not listening to the Quran when it is recited, he should not turn the cassette recorder on, rather he should turn it off. But if one wants to echo the Quran in his house especially chapter Al-Baqarah [Quran 2], then this is permissible. The Prophet 
said: ''Do not turn your houses into graveyards, indeed the devil flees from a house where chapter Al-Baqarah is being recited." [Muslim]
No doubt, it is better if one recites the Quran with his own voice but if he uses a tape recorder or radio, then this is permissible.
