One does wudoo, puts socks on, and breaks his wudoo. He then puts tissue/soft paper in his socks, and does wudoo again, wiping over his socks. Will his wudoo be accepted? Jazak Allaaho khayr
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.
If the person whom you referred to in the question had taken off his socks when putting the tissues, then his ablution is not correct because in this case, he wiped over socks which he did not wear while being in a state of ritual purity. However, if he had not taken off his socks when putting the tissues, then his ablution is valid.
For more benefit on the condition of wiping over the socks, please refer to Fatwa82001.
Allaah Knows best.
