Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.

Muslims should be in the best state of affinity and love, and avoid the means of creating discord. This becomes more confirmed among the Muslims who have close ties with each other, like the spouses, the relatives, or the like. If discord occurs between two Muslims, Islamic Sharee‘ah urges pardon and forgiveness. We previously mentioned the virtues of that in Fatwa 84351. When a Muslim refuses to forgive his Muslim brother, he has missed much goodness. If the oppressed does not forgive the oppressor, the latter remains indebted to the former until the former settles his right from him on the Day of Resurrection. It was narrated on the authority of Abu Hurayrah may Allaah be pleased with him that the Prophet, sallallaahu ‘alayhi wa sallam, said: "Whoever has wronged his brother, let him ask his forgiveness today before the time (i.e., the Day of Resurrection) when he will have neither a dinar nor a dirham. If he has done some good deeds, a portion equal to his wrong doings will be subtracted from them; but if he has no good deeds, he will be burdened with the evil deeds of the one he had wronged in the same proportion." [Al-Bukhari]

As regards his saying, "Even if Allaah asks me to forgive you I will say no…," this is a serious statement that should not be uttered by a Muslim. It may lead its sayer to destruction because it involves underestimation of the Status of Allaah The Almighty. It was narrated on the authority of Abu Hurayrah may Allaah be pleased with him that the Prophet, sallallaahu ‘alayhi wa sallam, said: "A person may utter a word thoughtlessly and, as a result of this, he will fall down into Hell deeper than the distance between the east and the west." [Al-Bukhari and Muslim] Therefore, this person must repent to Allaah The Almighty of this sin.

Allaah Knows best.
