Question
1)is it allowed to use skin whitening products which do not contain harmfull chemicals? 2) Are muslims allowed to use cosmetics that contain ethanol or ethyl alchohol .
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
It is permissible for a Muslim woman to use cosmetics provided it does not contain a prohibition, like impure alcohol, and provided its use does not lead to any harm to the body, or neglecting an obligation, like ablution and the prayer, and provided it is not used for the purpose of revealing one’s ‘Awrah.
As regards using cosmetics that contain ethyl alcohol or ethanol alcohol, then we have already issued Fatwa 88496 clarifying that these kinds of alcohol intoxicate according to the specialists in the field.
Since these kinds of alcohol intoxicate, then they are impure and it is not permissible to use cosmetics that contain impurities because it is not permissible to become stained by an impurity as we clarified in Fataawa 91810 and 87487.
