All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
There is a controversy among the scholars about the obligation of covering the face and hands for a woman, and we discussed this in Fataawa 83702 and 83033.
However, it is not permissible for a woman to put any make up in her face when going out of the house since she intends to uncover her face in front of other non-Mahram men other than her husband and Mahram men because this is forbidden as this means revealing her beauty and causing temptation to other men. Indeed, we clarified this matter in Fataawa 126283 and 122891.
As regards the apparent adornment that is mentioned in the verse in which Allaah Says (what means): {...except that which [necessarily] appears thereof.}[Quran 24:31], then Ibn ‘Abbaas interpreted this verse to mean the face and hands, whereas others interpreted it to mean the apparent clothes that are usually worn. Therefore, the make up is not considered among the apparent adornment that is excepted in the verse.
On the other hand, it is not a condition for a woman to wear Islamic dress with a specific color, however, it is a condition that her dress should not be a an adornment in itself, and it should not be eye-catching and it should not be a dress of fame, and it should not resemble the dress of non-Muslim and dissolute women in things that are peculiar to them. If the dress has the above forbidden traits, then it is not permissible for a woman to wear it whether she intended to cause temptation to men with it or just intended to beautify herself.
