All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
It is permissible for a person who requires Ghusl (Ritual bath) or a woman in menses, and others who are not in such states, to touch and carry the books of Tafseer (interpretation of the meaning of the Quran), and books of translations of the Quran, whether the Tafseer is little or much in them, and whether the translation is little or much in them, the evidence about this is that the word Mus-haf (The text of the Quran in Arabic) does not refer to such books, as it is said that this is a translation of the meaning of the Quran, and this is an interpretation of the meaning of the Quran, but they are not called a Mus-haf. This is even if the text of the Quran is written on each page and the Tafseer or the translation is written on the margin, or that a part of the page contains the text of the Quran and the other half of the page contains the Tafseer or the translation. According to the most preponderant opinion of the scholars it is permissible for a person who is in a state of minor or major impurity to touch these books as they are considered a Tafseer or a translation and not a Mushaf.
