All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
If your wife refuses to come home, and she does not have a valid excuse for her refusal to do so, then she is considered Naashiz (rebellious/recalcitrant). The Sharee‘ah underlined the way to handle a Naashiz wife in the two verses to which you referred. We advise you to communicate with her, give her advice, and remind her that Allah, The Exalted, commanded her to obey you in what is permissible. If she responds to your advice, then all praise be to Allah; otherwise, you should ask wise relatives from your family and hers to try to reconcile between you. Hopefully, their efforts would succeed. If they do, all praise be to Allah; otherwise, you should consider divorcing her and assess the benefit in doing so.
You have the right to refrain from divorcing her until she compensates you with a sum of money in return for divorcing her.
Allah Knows best.
