Angels read Quran and enacting Fate in the universe

Question:
Are there angels who read the Quran or is the Quran for people on earth only? Why are the layers of the atmosphere: one cold and one hot? Why are not all of them either cold or hot?
Answer:
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
I did not find any text from the Quran or the Sunnah (Prophetic tradition) indicating that there are angels who read the Quran. The matters of Ghayb (the Unseen) can only be proven through the texts of revelation.
There are texts from the Quran and Sunnah (Prophetic tradition) indicating that angels are honored slaves and are created from light. Angels do not eat or drink and they worship Allaah The Almighty Who Says (what means): {And those near Him are not prevented by arrogance from His worship, nor do they tire. They exalt [Him] night and day [and] do not slacken.} [Quran 21:19-20]
Acts of worship performed by the angels include glorifying, exalting, and prostrating to Allaah The Almighty. They also include executing the orders of Allaah The Almighty, for example, arranging the affairs of the universe, looking after all creatures, maintaining the system of the universe, and executing the Fate decreed by Allaah The Almighty concerning all creatures.
Some angels are responsible for the heavens and the earth. Allaah The Almighty Says (what means):
• {And those who arrange [each] matter.} [Quran 79:5]
• {And those [angels] apportioning [each] matter.} [Quran 51:4]
Some angels are responsible for the sun, the moon, the orbits of the planets and celestial bodies, mountains, clouds, rain and the Nutfah (sperm-drop).
On the other hand, the Quran was revealed to rescue people from the darkness of Shirk (polytheism), ignorance and disbelief and to guide them to the light of knowledge and faith. Allaah The Almighty Says (what means): {[This is] a Book which We have revealed to you, [O Muhammad], that you might bring mankind out of darknesses into the light.} [Quran 14:1]
The Quran was revealed to achieve benefit and pleasure to everyone – whether prosperous or wretched – therefore, it addresses all humankind.
The thermal structure of the layers of the atmosphere differs according to the type of each layer. Some layers are cold because they contain a large number of clouds and air currents. Some layers are hot because they contain a small number of clouds and, therefore, they are more exposed to sunlight.
