Wants to wear Niqaab, but fears her non-Muslim government may harm her

Question:
salamaleikum shiekh.. i have one question thati insha allah need advice with... i have converted to islam 3 years ago and the last 1 year i feel very strong for to wear the niqab...my parents have been threatning me to kill me and making other problems since i have become muslim. one year after converting i married my husband, who is good practising.. we have one son and i am pregnant again hamdolillah.. i have one daughter from when i was kafera..she is 8 years..her dad is kafer and they have not have contact for 5 years.. now they have start to have again.. both he and my parents hate me because of islam and they dont want my daughter to become muslim...they will take me to judge and police for to try to make problems for me in diffrent ways like try to take me to prison and try to take my daughter from me.. my question now is.. i want to make my niqab because i love allah..should i make or wait until all the problems are gone but i dont know how many years it take..understand that i live in kafer contry where the goverment hate islam and if they see me with niqab they might judge me wrong because they will think im extriminist or suicidebomber and maybe find one reason for to give away my daughter.. in other way i trust allah and because i make niqab for him i trust insha allah that he make everything good for me.. what is your advice regarding my niqab choice??? jazaki allahu khair
Answer:
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
First of all, we thank and praise Allaah Who guided you to Islam and we ask Him to make you firm and steadfast on His Religion until the Day you meet Him.
We also ask Allaah to reward you for being keen on performing acts of obedience and we ask Him to make you more pious and righteous.
Covering the face is a matter of difference of opinion among the scholars ; in our view the most preponderant opinion is that a woman is obligated to cover her face [wear Niqaab] as we clarified in Fatwa 83033.
Therefore, you should abide by this matter [Niqaab], but if you predominantly think that you will be greatly harmed by doing so, then it is permissible for you to uncover your face. In this case, you should abide in your house and not go out except when necessary.
As regards your daughter, then she is a Muslim because you are a Muslim; this is because the children follow the parent who is upon the best religion as we clarified in Fatwa 91184.
Therefore, you should try every trick not to leave this daughter to be nurtured in her father’s home so that he would not nurture her upon disbelief.
Finally, it should be noted that migration is an obligation on whoever fears temptation in his/her religion in non-Muslim countries; for more benefit, please refer to Fatwa 86405.
