All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
If your boss at work does not meet his obligations towards those people, then he is sinful, since breaking the promise is one of the characteristics of the hypocrites as we clarified in Fatwa 84051.
As far as you are concerned, if you lie to the people then you are sinful in two aspects:
1. Lying without a necessity and a believer does not lie.
2. Helping this man to escape his obligations towards the people, and it is not permissible for a Muslim to help in sin; Allaah Says (what means): {Help you one another in virtue, righteousness and piety but do not help one another in sin and transgression.}[Quran 5:2]
Therefore, you are obliged to sincerely repent to Allaah. Also, you are obliged to advise your boss in a gentle manner to fear Allaah and meet his obligations. If you are unable to advise him, then you should not intervene between him and people so that they would take their right from him.
Allaah Knows best.
